General Assembly in 1992 produced its own ludicrous overresponse to a nonexistent problem. It fell hard for the \u201csatanic ritual abuse\u201d allegations in the Little Rascals Day Care case.<\/p>\n<p>Requiring SBI notification within 24 hours of any report of sexual abuse in a day-care setting was reasonable enough. But that was only the beginning.<\/p>\n<p>According to the Associated Press:<\/p>\n<p style=\"padding-left: 60px;\">\u201cLaw enforcement officials are teaming up with social services experts to investigate and more effectively prosecute child sexual abuse in North Carolina day-care facilities\u2026.<\/p>\n<p style=\"padding-left: 60px;\">\u201cState Bureau of Investigation Director Charles Dunn said\u2026 the goal is to train up to 300 individuals in the state\u2019s largest cities.<\/p>\n<p style=\"padding-left: 60px;\">\u201cUnder the protocol, agencies in counties would establish guidelines for interagency task forces. Each task force would include an investigative unit and a resource unit.<\/p>\n<p style=\"padding-left: 60px;\">\u201cThe typical investigative unit would include a child protective services social worker, law enforcement officer, consultant from the state day-care licensing agency and an SBI agent.<\/p>\n<p style=\"padding-left: 60px;\">\u201cThe resource unit might include medical personnel, SBI lab experts, mental health workers and representatives of the attorney general\u2019s and local district attorney\u2019s offices\u2026.\u201d<\/p>\n<p>Maybe this sprawling bureaucratic troop movement, frustrated in its original mission, could be reactivated to enforce HB2 in the state\u2019s bathrooms\u2026..<\/p>\n<p style=\"text-align: right;\"><em>&#8212; My response to <a href=\"http:\/\/nccriminallaw.sog.unc.edu\/news-roundup-327\/\" target=\"_blank\">a post on HB2<\/a>\u00a0at the North Carolina Criminal law blog (April 29)<\/em><\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1707\" src=\"http:\/\/www.littlerascalsdaycarecase.org\/wp-content\/uploads\/2016\/01\/LRDCC20.jpg\" alt=\"LRDCC20\" width=\"132\" height=\"20\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>April 29, 2016 The damage was minimal compared with that caused by HB2, but the N.C.
