So we had problems right from the start.\u201d<\/p>\n<p class=\"style173\" style=\"text-align: right;\"><em>\u2013 Edenton Police Chief Charles Harvey Williams, recalling for a North Carolina House\u00a0committee how his 15-person department struggled to sort out allegations about\u00a0the Little Rascals Day Care center (April 23, 1991)<\/em><\/p>\n<p class=\"style184\">Toppin has been variously described as a secretary and a dispatcher in Edenton\u2019s 15-person police department \u2013 she may well have been both.
